| UNHCR | Protection and assistance to Individual Refugees and Asylum Seekers; Promotion of Refugee Law; Emergency Management and Contingency Planning
Objective: UNHCR provides each individual asylum seeker with an interview accompanied by a qualified interpreter. It offers a reasoned decision on whether refugee status is granted or not, and gives the individual an opportunity to appeal a decision if the claim is rejected. In addition, through NGO partners, UNHCR’s activities include a variety of assistance. UNHCR processes claims for refugee status in Indonesia since the country is not yet a party to the 1951 Convention Relating to the Status of Refugees or the 1967 Protocol, nor does it yet have a national refugee status determination system. Accordingly, in the meantime, UNHCR actively promotes the adoption of refugee legislation with key Indonesian law makers and conducts workshops on refugee law for immigration officials, lawyers, non-governmental organisations and university students in co-operation with relevant institutions.*The 1951 Convention Relating to the Status of Refugees and the 1967 Protocol are presently listed in the Parliament of Indonesia’s agenda for adoption in its 2004 – 2009 plan.
UNHCR initiated a series of capacity building activities and has increasingly focused on inter-country collaboration to help Indonesia and other countries in the ASEAN region institutionalize emergency preparedness. These efforts have helped the Association of South East Asian Nations (ASEAN) Committee on Disaster Management (ACDM), a recently established Committee which evolved from the ASEAN Expert Group on Disaster Management of three decades’ standing, to strengthen the preparedness and emergency response capacities of ASEAN Member Countries. UNHCR is also a participating member of the United Nations Technical Group for Disaster Risk Reduction in Indonesia and contributes to the working groups aims of assisting Indonesia in its disaster management plans.

Objective: Following our assistance for Indonesia to develop their EFA Mid-Decade Assessment (EFA MDA), continual support will be provided in monitoring and evaluating progress towards achievement of the EFA goals; in developing policies and strategies towards reaching the unreached and underserved female and male population groups, building on the results of the EFA MDA; in mobilizing partners for further political commitment and financial support for the achievement of EFA; and in building of a network to support countries in achieving EFA. In 2008-2009 we will also support the undertaking of a sub-regional EFA Mid-term Policy Review that will be developed using the MDA report. This Review aims to better formulate prioritized appropriate policies to address various educational disparities, inequalities, and remaining challenges in the respective countries in the sub-region to ensure that education will reach the unreached female and male groups.

Objective: Provide emergency assistance to flood affected populations at the beginning of February 2007, when torrential rains hit Jakarta and surrounding areas and resulted in overflowing rivers and widespread flooding in the urban conurbation known as JABODETABEK. The resulting flood waters left more than 100,000 houses and thousands of public buildings such as schools and mosques, as well as roads, inundated. At the peak of the floods, more than 400,000 people were temporarily displaced, with flooding encompassing nearly 70% of the total five Jakarta mayoral areas. The final death toll stood at 79 while the Ministry of Health (MoH) reported that 92,000 in-patients were treated for water-borne diseases such as diarrhea, dengue, leptospirosis and tetanus. Objective: Nutrition Rehabilitation Programme (NRP) is the backbone of WFP’s assistance in Indonesia, which cover 7 Provinces in Indonesia (NAD, West Java, Banten, DKI Jakarta, East Java, NTB and NTT). NRP includes support to 309,000 children under five and 90,000 pregnant & lactating mothers through 3,800 posyandus/local health clinics, as well as 557,000 primary school children through the school feeding programme in almost 3,000 schools.
WFP provides fortified biscuits for children U5 (1.5 kg for monthly ration) and fortified noodles for pregnant & lactating mothers (5 kg for monthly ration), and also provides fortified biscuit of 50 gram to each primary school children in every effective school days.
The main objective of the NRP programme is to improve the micronutrient and health status of CU5, pregnant & lactating mothers and also the school children. Posyandu and School Feeding programme under NRP are also complemented by an awareness campaign to promote basic nutrition/health issues.

Objective: WFP provides 10 kg of rice as incentives to all on going TB patients in selected Puskesmas, TB Clinic and Hospital. The general objective is to enhance the completion of DOTS treatment. Currently, we are working in 3 Provinces (Banten, DKI Jakarta and East Java) in selected 8 Districts. Approximate number TB patients under this Programme are 20,000 and their family members.
Under the TB programme WFP is also piloting basic HIV ToT awareness / messages and basic health nutrition through the District Health Offices in East Jakarta and Surabaya
