UN in Indonesia Programmes

The United Nations supports national priorities and needs within the framework of the Millennium Declaration and the Millennium Development Goals (MDGs), international conferences, summits, conventions and human rights instruments of the UN system.

Joint programming is the collective effort through which UN organizations and national partners work together to prepare, implement, monitor and evaluate the activities aimed at achieving the MDGs and other international commitments. Through joint programming, common results and ways to support programme implementation are identified. Joint programming makes UN support in fulfilling national goals, more coherent, effective and efficient. It is meant to avoid duplication, reduce transaction costs and maximize synergies among the national partners and UN agencies.

The United Nations Development Assistance Framework 2006-2010 (UNDAF), comprises 56 joint activities with resource requirements totalling more than US$1 billion over the five-year period. Indonesia's national MDG strategy is built into the UNDAF and the RC/HC's Office is in the process of preparing an MDGs-based joint UN and donor programme in one of Indonesia's poorest provinces (Nusa Tenggara Timur).

The UN has also undertaken a coordinated approach in supporting national capacity with regards to avian influenza. Within the international community, FAO and WHO have taken the lead in building capacities of the Ministries of Agriculture and Health respectively. The RC/HC's Office, World Bank, FAO, WHO and UNICEF have been working together to support the national avian influenza coordinating body (Coordinating Ministry of People's Welfare) most recently through support to an inter-ministry contingency planning workshop. To strengthen donor coordination, WHO, FAO and the World Bank co-chair ad hoc donor meetings on avian influenza.

Other significant joint activities include the preparation of a joint UN strategy and annual report for Aceh and Nias that was prepared by the RC/HC's Office and UNORC and the establishment a UN Theme Group on Youth chaired by UNFPA, in addition to the ongoing work of the HIV/AIDS Theme Group cosponsored by UNAIDS.
