HIV/AIDS
By population, Indonesia is the fourth largest country in the world with over 200 million people living across 33 provinces. The AIDS epidemic is concentrated among specific populations such as injecting drug users and commercial sex workers, with the exception of Papua province where HIV has spread into the general population. The official estimated number of people living with HIV/AIDS in Indonesia is between 90,000 and 130,000 people. It is estimated that there are up to 20 million people who are considered vulnerable to HIV infection – even to ten million of them are men who buy sex.
There is a broad consensus by all parties involved in HIV/AIDS advocacy that a targeted and intensive response is urgently required if Indonesia is to halt and begin to reverse the spread of HIV/AIDS infection. Every opportunity must be taken to mainstream HIV/AIDS into project and policy development. The National HIV/AIDS Strategy 2003-2007 provides the basis for coordinating the work of all stakeholders in Indonesia’s response.
UNAIDS is the Joint United Nations Programme on HIV/AIDS. It brings together the efforts and resources of ten UN system organizations to the global AIDS response. They include: UNHCR, UNICEF, WFP, UNDP, UNFPA, UNODC, ILO, UNESCO, WHO and the World Bank. At the country level, UNAIDS represents the collective action of Cosponsors in support of national responses to HIV/AIDS.
The UNAIDS secretariat provides key support to the UN Theme Group on HIV/AIDS – the joint HIV/AIDS policy and strategy decision-making body for Cosponsors and other UN agencies. Following the completion of the National HIV/AIDS Strategy, the UN Theme Group on HIV/AIDS developed a UN Joint Action Programme on HIV/AIDS (UN-JAP). The UN-JAP details the support the UN system provides to the national response which includes:

Technical support for the national expansion of high quality HIV/AIDS services
- Capacity building support for national actors in government and non-government sectors
- Support for national level policy development, governance and leadership
- Support to generate and analyze strategic information
In 2005, the UN Theme Group on AIDS has facilitated the development of an Indonesian Partnership Fund for HIV/AIDS. This partnership was established to scale up the national response to the epidemic. Through this new financing mechanism, donors and other investors can make significant contributions, without having to develop a programme of their own.
The United Kingdom through the Department for International Development (DFID) has pledged a total of US$47 million to the Indonesian Partnership Fund for HIV/AIDS. The Fund will support the implementation of the National HIV/AIDS Strategy for the next three years (2005 - 2007) at both national and provincial/district levels. It is managed by the National AIDS Commission, with financial management support from UNDP and technical coordination from UNAIDS.
